Micronevrina sp fungal Growth?

Today I took this set of photos of what I believe to be Micronevrina sp. It wasn't until I had a closer look that it appears that there is some kind of fungal growth. Does anyone know what it is & what causes it?
Image take in Thirroul on the South Coast of NSW Australia.
