I'd vote for Seri obscuripennis: size of cup-cell small, the hind tarsi seem to be broad.

Seri is wrong as your fly doesn't have a unicoloured grey abdomen- but I reach Seri through the key and don't know where is my lapse, but I try to find out. Do you have more photos of this fly?
