Hello Bashdar,

Yes, a Syrphid (which it is customary to post in the syrphid forum)
This seems to be a male Heringia heringi, due to the elongate third antennal segment. However, seeing that you are in Northern Iraq you'd need to examine the genitalia. If you still have the specimen that would help...
