Seems like Astatinae. There is a key based largely on wing venation: http://books.goog...;lpg=PA215.

Tachysphex male (Crabronidae, Crabroninae, Larrini). I doubt that anyone could tell you the exact sp. name from these pictures, but it is one of the red-legged spWink.
