It is a fly from the family Tephritidae, you can usually identify them quite quickly by their wing pattern.

Hello Wil,
I already put an identification on this one a long time after it was posted on the Vogelwerkgroep Zuidwest Vlaanderen forum. It is an Ulidiidae (former Otitidae) by the name of Myennis octopunctata.
