Tried the Tschorsnig key, but apparently took a wrong turn somewhere...

Some characters made me think Leskiini, but the wing veins have too many hairs. In North America the veins other than R1 and the base of R4+5 are bare.

If the scapi are distinctly separated (2/3 width of flagellum) - a dorsal view could help - what about Eriothrix monticola?

I expect Eriothrix to have strong crossed apical (or subapical) scutellar bristles, typical of Dexiinae.

Michael Knapp suggested Bithia spreta - a species which seems to have an affinity for Achillea.

Also, it seem I took a wrong turn when it came to "cheeks bare vs not bare".

I thought the few hair would be sufficient to count as 'not bare' - but seems I was mistaken

and, I just noted John's post, spreta has hairs on R1, characteristic.
So that figures !
