Could this be a Tenthredo, possibly T. brevicornis, notha or arcuata? Female or Male?
Grassland setting with rich vegetation diversity, 20m from small stream.
Busily nectaring on Yarrow/Achillea.
About 10mm long.
7th Aug. 2021.
Flensburg, N.Germany.

There is a key to these species online. Google Noel Magis + Tenthredo. The key is in French.
