It is Micropezidae. I don't know enough about the tropical genera to recognize them from a photo.

According to an article in Fly Times 62 (see http://www.nadsdi...lyhome.htm) they are having a lot of success using iNaturalist to obtain identification in the Americas.
You might try there if no-one can do it here.
