I tried, but I am not able to find at least the family this fly belongs to. End of May in Burgenland/Austria

Rough or smooth, just as pleases me best.

I used the Hackman key and arrived at T. marginella. Is it safe to say?

Yes. In southern Bohemia, not far from your place, it is relatively common in dry sandy localities.
