One of two "blackish" species - Ch. festivum or Ch. vernale. Ch, vernale has black bases of femora.

Some experts say that it was possible to distinguish these two species by dorsal view, but I am not self-confident enough for it. Try Steven Falk's Collections (google for them and then click to Syrphidae and Chrysotoxum genus)

And, of course, in Siberia also some other species can be present.
