Is this Ephydrid Nostima picta? And is it already known from the netherlands? I can't find any records of it.

Nostima has been treated as a sub-genus of Philygria in the past, but it is currently regarded as a full genus by Mathis and Zatwarnicki (unpublished, 2012). [The specimen is Nostima picta]
