There seem to be quite a few little fruit flies with densely spotted wings, so I haven't got very far with this one...

My best effort is:

Tephritidae, Campiglossa sp.

What do you think? Is it male or female, or can't we tell from this photo?

On sage bush, garden in Mid-Essex, autumn 2010.
