It clearly belongs to Hippoboscidae (look at these claws!). Might be Hippobosca rufipes (compare http://farm3.stat...4fa0a8.jpg). At least 4 Hippobosca species are said to occur in Namibia.

Thanks, Sundew! H. rufipes seems to be a probable option.

I'd also say H. rufipes.

Maa (1969) in his host-index of Hippoboscidae writes:

Distribution. Entire S. Africa, Angola, Congo, Malawi, Uganda, Tanzania.
Hosts. Bovidae: Alcelaphus buselaphus Pallas, Antidorcas marsupialis Zimm., Connochaetes
gnou Zimm., C. taurinus Burchell, Damaliscus korrigum Ogilby, Oryx gazella Linn., Raphicerus
campestris Thbg., Taurotragus oryx Pallas, Bos taurus Linn, (domestic cattle). Giraffidae:
Giraffa camelopardalis Linn. Frequently on horse, donkey; occasionally on man,
dog and Equus burchellii Gray
