Stumped! 4mm strange fly>Clinocera stagnalis

Hello! This fly I found at the water's edge of my pond, 27th October. Size 4mm. Near Lincoln UK. Any ideas? I haven't seen anything like it! 4 pics, I have the fly. Janet
