For sure it is! The genus is Elachiptera, which has two really common species which are numerous nearly everywhere in spring: cornuta and tuberculifera. Their most important diagnostic characters are in scutellum, which isn't visible in this picture. |

You're absolutely right, tuberculifera has these long tubercles, well visible here. |
