Dilophus femoratus? from Norway

Female with red upper part of front leg - can it be Dilophus femoratus?
Found on west coast of Norway (Hordaland) in beginning of June.

Looks like it, especially when it is from lower altitudes.
Dilophus is very difficult genus, impossible to be sure from picture.
