The genus may be Sceliphron a slender mud -dauber Robert

Which makes it Sceliphron caementarium (black petiole, yellow scape and propodeum, yellow tegulae, black femur 3 There is an account at http://en.wikipedia.org/wiki/Black_and_yellow_mud_dauber to which I have added Didiers's excellentPfftPfft site. A wonderful insect. Robert
