Yes, Stegana!. If I have understood correctly it's rather difficult to identify Stegana species after a picture.
It looks like Stegana furta, in which case the head should be relatively high. That is diffucult to judge in your pictures. Let's wait for the experts to give their opinion.
Please add some information about when and where you found this specimen.

This specimen was found yesterday (3 May 2009) in the east of the Netherlands, near Enschede.
Location: old mixed forest next to a brook. The fly kept returning to a fallen beech.

No I think this is not Stegana (Stegana) futta. I think this is Stegana (Steganina) beacuse the head is flat, and the eyes are longer than their height. Too many new speceis described recently within this subgenus, so no species name is possible.
