 Very small fly, the head is all eyes [Empididae]

This fly was attracted to lights. The head is all eyes! Can someone tell me the family? West Virginia USA, near both forest and meadow, 27 April 2009, elevation 335 meters. Empididae. Looks like Rhamphomyia. Paul will corect me if I'm wrong  .
