Maybe Eutomostethus ephippium, a Tenthredinidae.

I think it's more likely to be an Eriocampa species. I found a sawfly that looked very simliar to this in Hordaland, Norway. The ID of this was confirmed from photo to be Eriocampa ovata by biologist Ole Lønnve.
