1 May 2008, NB. Canada. Fly length including antennae: 9mm
This fly from the group lacking a m-cu crossvein.

with no m-cu there are Telmatogetoninae (it doesn´t seem so), Orthocladiinae and Chironominae, regards

The genitalia type places this in the Chironominae
