Caught this fly next to a body of water, Finland. Both habitus and genitalia remind me of Zaphne, but no exact match can be found from Acklands key.

Poor picture shows peculiar surstyli shape which i hope could help with id.

surstyli (where they start to diverge at tip might be a visual merger of tip of a distinct looking cerci)
