Can anyone identify this Nemestrinus(?) from Mongolia, or provide me with the literature so I can do it myself?

On the website zin.ru there is an article by E.P. Nartshuk on these flies. I haven't opened it but it might help. Apparently there are 3 species of Nemestrinid flies in Mongolia.

Wel, as a starting point it looked promissing, but in the end i did not make much progress. It seems to be missing in all the keys i could lay my hands on.

For now I will stop at Nemestinus sp.
