Hi,
This interesting Heleomyzid was seen in Františkovy Lázně (Czechia) on 8th March, 2013. The only genus I know to have such strong costal spines is Scoliocentra. Here my wisdom ends. Help is greatly appreciated!

More pics that show the bristly legs. The lower photo is from the day before (7.3.), but I'm quite sure it shows the same species (and maybe the same specimenWink).
