It isn't Psychodidae, the legs are too long and the antennae have far too much segments. I do not recognize this kind of venation, it will be a family which does not live in Europe.

These are rare and specialists may want to see the specimen. The last new species I can find was described here: https://doi.org/1...2000500009; there are more recent papers on other genera in the subfamily.

Also, please submit the photo to the gallery.

Comparing the OP photo to figure 10 in the paper cited above says to me that specialists will want to see ADDITIONAL specimens -- the photo starting the thread seems to me to be of a female (taxonomy of non-biting Psychodidae is based as much as possible on males at present).

Still a good find, and best of luck finding more specimens!
