I'm assuming it's Sciaridae but a midge was my first thought, anyone familiar with this? Ceratopogonidae?
It's from the atlantic rainforest, SE Brazil (Sao Paulo)

Yes, it's Ceratopogonidae - reminds me of Clinohelea, but not all the characters that distinguish the genera are visible in this photo.
