Good morning
On Bryonia dioica this little diptera,can it be Jaapiella parvula?

Jaapiella parvula is likely -- it is the only species known from Bryonia dioica and there is nothing in the photo to exclude tribe Dasineurini. The antennae are of the Lasiopteridi type, R5 ends before wing apex, but not so far before as in tribes Lasiopterini and Alycaulini, and the ovipositor is protrusible.
