I belive this is a Neoitamus, either N. socius or N. cyanurus, but I don't know which. Found in south Norway today.

Neoitamus socius. The bunch of black hair on the underside of the genitalia is a good character. N. cyanurus doesn't have such a bunch and in most specimens of cyanurus the metatarsi are black
