Northern Germany, Hamburg-Rissen, Schnaakenmoor, between mixed forest (with birch, pine, ash, maples, alder buckthorn) and an area of moor, at the edge of a bridleway at a plant of heather (Calluna sp.), 21th of April 2019, Outsidephotos: kuv. I think it could be Empis (Platyptera) borealis (like the picture in the Diptera Gallery).
