Hello,
Chvála, M. (1970) Revision of Palaearctic species of the genus Tachydromia Meig. (= Tachista Loew) (Diptera, Empididae). Acta Entomologica Musei Nacionalis Pragae, 38 (1969), 415–524.

Check Tachydromia annulimana Meigen and T. smithi Chvala.

So.. after checking Chvála´s paper

Chvala, M. (1970). Revision of Palaearctic species of the genus Tachydromia Meig.(= Tachista Loew)(Diptera, Empididae). Acta Entomologica Musei Nacionalis Pragae, 38(1969), 415-524.)

I think the species is T. annulimana.
