This specimen was pictured in Belgium (Huy) on 2018-06-13.
Can somebody help with ID ?

That's probably up to Tony. If you change Lauxaniidae in the title to Ephydridae he will notice this thread (sooner).

A little bit later I pictured this diptera seems to be the same species ?

Notiphila, probably brunipes (usually has a brighter face, but that may just be dull lighting?)

Yes the pictures of the first specimen were under exposed ...
