Hi!
Photo on Finland Kokkola 2 June 2019.
Is it possible to get genus for that female?
Size 4mm.

Probably Planetella. The shape and hairs of the flagellomeres put it in supertribe Cecidomyiidi and as far as I know only one genus of the supertribe has more than 12 flagellomeres.

Only one species of Planetella has been found in Finland.

Distributions of Cecidomyiidae are poorly known.
