This keys out to Calypterate, possibly Tachinid, possibly Anthomyid, possibly Sarcophagid, but no key seems perfect. Any ideas would be welcome.

Anthomyiidae
Female and the photo is very blurr, so we can't see much details, but on the midtibia there seems 2 ad setae present, so could be Delia antiqua or Botanophila striolata....but with female Anthomyiidae we need the binoc to be sure.
