I am not sure, but could this be Platystomatidae?

Found this wing-waving beauty in:
Indonesia, W-Papua, Manokwari: Syoubrig (Mokwam), 1600-1700m asl, 15.08.2010

Elassogaster or Microepicausta, both genera poorly studied in PNG; no keys.

I think there's a better option than Dr. Korneyev's suggestion which is given here:
