Snipe fly - Rhagionidae Rhagio tringarius

 I'm sure this is a robber fly and it looks to me like somewhere between Neoitamus cyanurus and Machimus cingulatus.
When I read descriptions of these they are specific about black legs or legs with black anterior surfaces.
This one's legs look completely orange-brown.

What is it?
Supplementary question: what are the orange/red "sac"-like things at the base of the legs? I can find no reference to them in descriptions of robber flies...
