9 to 11 mm Chironomidae/Chironominae/ red green larvae living in submersed vegetals in freshwater urban pound

brown stripes on occiput
1 pair ventral tubules
apotome with 1 little pit

Not nervosus but D. notatus. The larvae are superficially similar as Glyptotendipes ospeli but that species lack the ventral tubules for instance.
