No, not Philonicus, ovipositor would not be flattened like this one. Machimus group sp.

Lateral pictures are usually the best for asilids. It is now clear that it is a Machimus/Tolmerus female. Females are near to impossible to ID. Two characters that are now visible limit the number of choices. Black legs and a black mystax, Tolmerus cf atripes is a possibility.
