The wing belongs to a Bibio. I do not expect any species with pale legs to fly in January in Europe. The fall-flying species have swollen hind basitarsus (male only), like your fly, but are darker.

Hi all !
This is Bibio femoralis: shape and colour of hind tarsi are characteristic. A very early species (the first on wing in SW Europe and Italy, and reaching as far West as Southern Switzerland and Eastern France). Probably not really rare, but rarely recorded indeed, which is probably due to unusual flight period.
