 Asilidae larvae in soil?

Dear Diptera Experts, We have found these larvae in the soil of a forest nursery in Northern Germany mid of December 2014. The larvae are about 20 mm. Since in some places, the Abies liners have heavily damaged roots, I wonder if these larvae could be responsible? Does anyone know what they are? Thank you for your help!
