Hi,
Please could anyone help to id this? found yesterday near the edge of a wood in rural sussex...maybe 4mm? it was hard to get a good shot ...this fly runs fast

You are right, this nice creature is Hybotidae, Tachydromia.
For me, looks as T.arrogans...

Possibly arrogans, but maybe the dark band are rather broad for that species, or rather the pale narrow band between the dark band too narrow.
