It is a spurgebug (family Stenocephalidae), genus Dicranocephalus. The species are difficult to separate, the host plant might give a hint.

In Romania are only 3 species listed, I think it´s Dicranocephalus agilis.
The tip of rostrum reached in D. agilis only the middle coxae, in D. medius the last coxae.
D. albipes has no dark ring on second antennal segment.
