Singapore fly with eggs is a bark louse

This tiny fly was about 3-4mm in length and difficult to photograph. It was dancing around its eggs in a circular motion. The eggs were laid on a leaf about chest high in a tree. The location is South East Asia. Its antenna are very long comparative to the length of its body.

It's a bark-louse (Psocoptera, not Diptera)
Manager of the UK Species Inventory in the Angela Marmont Centre for UK Biodiversity at the Natural History Museum, London.
