Is it possible to identify this fly?

Poor photo, taken at window, so overexposed. Location is Suffolk, UK.
I've searched google and have a feeling it may be the Sciarid Fly Bradysia paupera. They are 3mm long from head to end of abdomen.

Whatever the species, I'd like to understand it's life cycle and all it may entail in more detail.
