I think the fly above hemipteran (is it possible to ID the hemipteran as well?)
can be a Milichiidae?? but not sure...


the bush is Helichrysum italicum. (it can help?)

to me it looks a bit like the Neophyllomyza from the gallery

Just a fantastic picture! Milichiid fly is visiting a doomed Hemipteran, possibly a 'burrowing bug' - family Cydnidae.
