certainly not C. pagana (3rd antennal segment too small and eyes haired) but one of the species of "group D sensu Becker" which are usually unidentifiable from pics

Dieter, "group D sensu Becker" I can't find it, but does it mean that this is a Cheilosia spec.?

He means it has hairy eyes, a bald face, bristles on the scutellum hind rim and partly yellow legs. But indeed a Cheilosia sp. female.
