This image is not my own picture. I have found a similar fly in my book called Odontomya viridula. This book was issued in the early 70's therefore it may contains some invalid homonym. I assume the photo was taken somewhere in Hungary. I hope that an expert can help me further.

This is a male Odpntomyia, very likely angulata. The species viridula is now in the genus Oplodontha and has never a yellow scutellum and the discal cell is much smaller in Oplodontha (also Oplodontha is smaller in size than Odontomyia..).
