Taken in Poza de la Sal, Burgos, N Spain on the 23rd June 2012. I am adding a picture of the thistle on which it was found. Thanks for any help!!

Terellia gynaecochroma (=lappae auctt.). There is a problem: eastern populations (Austria to Ukraine, typical gynaecochroma) with stem-mining larvae, whereas most or all Mediterranean have flowerhead inhabiting larvae. I was unable to find out, what is the Italian-French-Spanish population. Perhaps a separate species...
