Looks like a very odd male Chironomidae. Do you have a dorsal view? Interesting features are wing veins and male terminalia. |

The projecting scutum matches the description of Eurycnemus, and the thick fore legs would match the specific name E. crassipes (only European species). I do not know what this species looks like; most Orthocladiinae are not greenish but there are exceptions. Larvae are parsitic on Trichoptera, in flowing water. |

Seems to match the image given HERE, though that specimen might be somewhat bleached in the collection.
