Hello,
this fly was sitting on a tree-trunk in a forrest near Stuttgart / Germany on 14.03.2012. Size about 5-6mm. Is it an Anthomyiidae species?

Its Earomyia lonchaeoides - a characteristic early spriing species - the wide genae (cheeks below the eyes) are one of the key characters ....... Iain

The fly sat at the trunk of a spruce. Do the larvae eat at sprucewood seeds?

Although other species of Earomyia are known as cone-seed feeders there has never been any record of E. lonchaeoides larvae being reared from cones - so its early stages are still a bit of a mystery!
