Taken by a lagoon in the outskirts of Madrid on the 10th March 2012. Any ideas? Thanks in advance for any help!

Always wary of contradicting Roger , but the inclinate lower frontal orbitals and reclinate upper frontal orbital suggest Agromyzidae, possibly Napomyza or thereabouts
